Changed how the path exclusions get read back in after approval, now paths can be combined in the review process

Note - Path exclusions have to be applied to the policy, hash exclusions to allowlists - I will need to update step 5 to accomodate

Fixed some logic, added functions to list allowlist, and category. Category list function will need work, the subcategories are not being parsed at this time
